New residents must complete a change of garbage ownership at the time of closing (change of ownership form) and submit it to the township building.  This will make sure their garbage account is up to date.  If no form has been submitted by the new owner, the yearly garbage bill will be mailed directly to the address listed on the Allegheny County website as of February of that year.  Garbage is a lienable utility within Crescent Township.

§640.07:  The failure to receive a bill for collection and disposal charges shall not relieve the owner(s) or occupant(s) of the duty to pay said charges as the benefit of collection and disposal of solid waste benefits both the owner(s) and occupant(s) of real property which is subject to said charges.
